Pokemon headcanon: Obviously not every Cubone’s actual mother has died. It makes no sense from a species population standpoint and like, if you have a Marowak and breed a new Cubone the mother does not sacrifice herself so the child has the species-wide angsty backstory. But Cubone have a strong *social* memory, and the murder of the Marowak at Lavender Tower by Team Rocket (and her return as a ghost to continue protecting the Cubone of the place) has passed by word of mouth throughout Cubone populations in the various regions and become ingrained in their culture. The constant crying for their mother that the pokedex speaks of is actually a form of ritual lament for the legendary Mother (a la Greek festivals of Adonis, and possibly with something of a competitive nature). So if you asked a Cubone why they were crying (through the rare interpreter) they would reply, ‘Because Mother has died.’

Ooh that sounds plausable.
